Event Description

Get ready for some Mini Football competition and pit your team skills against other teams in Football competition 2026 & stand to win attractive prizes.

FUTSAL RULEBOOK

1. Introduction
The following document outlines the basic rules of Futsal (FIFA INTERNATIONAL RULES), accompanied by several by-laws.

2. Teams and players
  2.1   Children's Category – Each team shall contain 4 players, 3 on-field players, and 1 Goalkeeper.
   The minimum number of players required to commence a match is 4.
  2.2  Substitution Players – Rolling substitutes are permitted in the competition.

3. Eligibility
   3.1 Participants must be born in the year from 1st Jan 2014 to 31 Dec 2016 only.

4. Age Verification
  4.1 Participants are required to provide proof of age requested by tournament organizers.
   In case of any discrepancies in the player’s participation, the decision taken by the technical committee shall stand unanimously.

5. Registration and Tournament Fee
   5.1 Tournament Fee: SGD 50 for Children Category for (12 years old & below).

Registration and Tournament fee payments are to be done on or before Friday, 3rd May 2024.

6. General Competition Rules
  6.1 Match Duration: Each game will be played for 10 minutes with no intervals.
  6.2 Game Sheet / Match Record: Team members are expected to arrive at least 30 minutes prior to their scheduled kick-off time to complete the administrative duties. The team captain or delegate must fill the game sheet with the player’s details including names and jersey numbers. This must be completed to commence the play.

6.3 Tournament Format: League format.

6.4 Points
  : Win – 3 Points
  : Draw – 1 Point
  : Loss – 0 Points

7. Player Equipment and Attire
  7.1 Shin Pads: Must be worn by all players during match time.
  7.2 Accessories Allowed: Players are allowed to wear protective headgear, sports goggles (as long as, in the referee’s opinion), sweatbands, and other medical tapes like kinesio tapes.
  7.3 Accessories not allowed: Any non-medical headgear or jewellery (chains, rings, piercings, etc.) that pose a danger to the individual or other players are not allowed to be worn during the game.
  7.4 Footwear: Appropriate football shoes are recommended to be worn for the player’s safety.

The Referee, at any time of the game, has the right to order a player to vacate the court if the player is wearing any potentially dangerous pieces of equipment or accessories.

8. Competition Rules
Rules will be kept in accordance with FIFA International Rulings plus our by-laws tailored to the operations of the competition.
8.1 The Pitch: All matches will be played on artificial turf.
8.2 The Ball: Futsal Size 4 balls are used.
8.3 Offside: There are no offside rules.
8.4  Restart of the play: There is a 4-second time limit on restart of the play which includes kick-in, free-kick, and goalkeeper clearance.
8.5 Substitutions: Rolling substitutions.
8.6 At the kick-in point, the opposing team must stand at least 3 meters away from the ball.
8.7 Goals can be scored directly from a corner.
8.8 The goalkeeper cannot leave his/her ‘D’ with the ball in his/her hands. If this happens it will result in a free kick to the opposition.
8.9 Goal-Keeper can drop–kick the ball on a ‘live ball’ only. I.e. If the goalkeeper has made a save, the ball can be drop-kicked back into the play. The Goalkeeper must release the ball with his/her hands on a ‘keeper’s’ ball.
Goals cannot be scored directly from a side kick-in, it must be touched by another player en route to the goal to be counted. The ball must also be stationary upon kick-in.
8.10 If, while the ball is still in play, the referees are required to stop play temporarily for any reason not mentioned elsewhere in the Futsal Laws of the Game, the match is restarted with a dropped ball.
8.11 The ball is out of play when: It has wholly crossed the goal line or side-line, whether on the ground or in the air; the play has been stopped by the referee; it hits the ceiling or any other hanging object (the subsequent kick-in is taken from a point on the nearest side-line where the ball hit the ceiling)
8.12 Yellow and Red Cards: Based on the seriousness of the foul committed or the
Behavioural conduct during the game, the referee has the right to warn the player or any member of the team with a yellow card or send the player or any member of the team out of the game with a red card. Two yellow cards in a match equal one red card.

9.Tournament Awards:
9.1 Winner: Trophy Prize, vouchers & Medal for Winning Team
9.2 Runner-up: Medals
9.3 3rd position to 6th position: Medals
In case of any disputes or interruptions during the event, the decision taken by the Technical Committee with be regarded as final.
