TERMS AND CONDITIONS
For booking of programmes and facilities

General
- In these Terms and Conditions,
- “facilities” means all facilities under our purview, including but not limited to our badminton courts, multi-purpose halls, PAssion Wave outlets and accompanying equipment;
- “programmes” means courses, programmes, events, activities and interest groups that are organised or conducted by us or is otherwise under our purview that are available for registration on the site.
- “site” means [onePA.gov.sg] where you may book the facilities and register for programmes;
- “we”, “our”, “us” refers to the People’s Association and its affiliated organisations (which includes but is not limited to Community Club Management Committees, Community Development Councils and such other grassroots organisations); and
- “you”, “your” refers to the person making a booking under these Terms and Conditions.
- These Terms and Conditions must be read in conjunction with:
- the Site’s Terms of Use (onePA - Terms of Use);
- our Privacy Policy (onePA - Privacy Policy); and
- such other instructions or guidelines that we may issue from time to time relating to the use of our facilities and/or participation in our programmes.
- These Terms and Conditions apply to all facilities bookings and registration for our programmes.
- If you are below 18 years old, facilities bookings and registration for programmes are subject to your parent or legal guardian giving consent for the same and their agreement to these Terms and Conditions.

Registration for our programmes
- Registration is on a first-come-first served basis.
Registration on behalf of others - If you are registering on behalf of others (each an “Applicant”), it is your responsibility to draw each Applicant’s attention to these Terms and Conditions and obtain their agreement to the same accordingly.
General programme rules - A programme may have prerequisites or additional requirements supplementing these Terms and Conditions. If there are any inconsistencies between the prerequisites or additional requirements and these Terms and Conditions, these Terms and Conditions shall prevail.
- We reserve the right to modify the programme content without prior notice. We will inform you if there are changes to the programme venue, fees or if there is a need to cancel or reschedule the programme.
- When participating in the programme, you must:
- take care of the premises where the programme is conducted and the equipment used and not cause damage to the same; and
- conduct yourself appropriately. We reserve the right to remove any participant from the programme and/or our premises if he/she is difficult, uncooperative or whose conduct we deem to be unreasonable and detrimental to the enjoyment, interests, safety or well-being of other participants. Our decision is final and we will not make any refund if you behave or act in such a manner.
- You may be provided with course materials and/or resources for the programme. They are for your personal and non-commercial use only. You are not permitted to copy, reproduce, modify, transmit, distribute, publish or otherwise commercially exploit such course materials without our prior written consent. Any health or other information which may be provided are general in nature for information purposes only and is not to be treated as medical, legal or professional advice.
Payment and refunds - Full payment is required at the time of registration in order to confirm your place in the programme.
- Once confirmed, a registration is non-transferable and non-cancellable. Any request for cancellation and/or a refund is subject to our consideration and approval.
- If we need to cancel or reschedule a programme (or any part of it), we reserve the right to either (i) conduct a replacement session of the programme or (ii) offer a refund for the affected programme (of any part of it).
- Registration is on a first-come-first served basis.

Warranties and risk acknowledgment
- Each programme may have its own inherent risks that may include but is not limited to contact risk, heat risk etc.
- By participating in the programme, you warrant and represent that you are physically and medically able to participate and have no physical or medical condition that would endanger your life or make your participation in the programme unsafe or dangerous to you or to others.
- While reasonable precaution will be taken to ensure your safety, you understand that:

For low/moderate risk programmes: your participation in the programme is strictly voluntary and involves certain risks, including the inherent risks of the programme. You confirm that you have no physical or medical condition would make your participation in the programme unsafe for yourself or others. You agree to:
- - cooperate fully with our staff and trainers and abide by all instructions, safety processes and systems for the programme; and
- - inform our staff and trainers if you feel unwell at any time during the programme session or if you do not wish to continue participating in the programme.
- For high risk programmes]: your participation in the programme is strictly voluntary and involves certain risks, including the inherent risks of the programme. You confirm that you have no physical or medical condition would make your participation in the programme unsafe for yourself or others. You agree to:
- - participate in the programme only if your current state of health permits. If necessary, please seek advice from a medical practitioner before participating;
- - cooperate fully with our staff and trainers and abide by all instructions, safety processes and systems for the programme; and
- - inform our staff and trainers if you feel unwell at any time during the programme session or if you do not wish to continue participating in the programme.

- To the extent permitted by law, you will not hold us and/or our agents liable for any loss or damage to your property arising from your participation in the programme.
- During the programme, if you deliberately or negligently cause any injury to any person or any damage to or loss of any property of any person, you shall indemnify us if the person who suffered injury, loss or damage claims or takes action against us or if we have to pay for costs or expenses in relation to the same.

Booking and use of facilities
- All bookings are on a first-come-first-served basis, subject to availability and full payment of fees. In addition to booking on the site, you may also book the facility and make payment [at your nearest community club/centre].
- We reserve the right to approve or reject an application for the booking of any of our facilities.
- Our facilities are open for booking as follows
- Badminton courts: up to 15 days in advance;
- Multi-purpose halls and other available facilities: Please check with the respective community club/centre where the multi-purpose hall/ facility is located for further details;
- To enable everyone to have an opportunity to enjoy our facilities, each person can book:
- Sports facilities such as badminton courts for maximum of two (2) hours per person per day.
- Booking of multiple courts at the same location for the same timeslot is not permitted;
- Booking of multiple locations for the same timeslot is not permitted; and
- You may be subjected to onsite checks. Please be ready to present your identification document and booking receipts.
Booking on behalf of others
- Sports facilities such as badminton courts for maximum of two (2) hours per person per day.
- If you are making a booking on behalf of others (each a “User”), it is your responsibility to draw each User’s attention to these Terms and Conditions and obtain their agreement to the same accordingly.
- We reserve the right to verify that the individuals using the facility at the allotted booking time correspond to the individuals stated in the booking. We reserve the right to cancel a booking in the event of a breach of this clause.
General rules of use of facilities - Our facilities must be used for community, social or recreational purposes only.
- There shall strictly be no transfer, assignment, sub-letting or re-selling of a booking.
- Commercial activities (including but not limited to coaching, inviting other individuals to share the use of the facility at a fee), religious activities and such other activities which in our view are not conducted for community, social or recreational purposes are strictly prohibited.
- We reserve the right to close any facility (or any part of it) and cancel any affected booking without prior notice for reasons including but not limited to:
- circumstances beyond our control;
- in the interest of public health or public safety; or
- if closure is ordered by the relevant authorities.
- You must conduct yourself appropriately when using our facilities. We reserve the right to remove any person from our facility or premises if he/she is difficult, uncooperative or whose conduct we deem to be unreasonable and detrimental to the enjoyment, interests, safety or well-being of other persons. Our decision is final and we will not make any refund if you behave or act in such a manner.
- All facilities and equipment are provided on an as-is basis. You are to leave our facilities in the same good condition as when you first entered. Any equipment loaned to you for use must also be returned to us in their original condition and location. We are not responsible for any of your personal belonging in any way.
- You must abide by all reasonable instructions and requests made by our staff.
- You must use the facilities in accordance with your booking details and timing. At the end of your booking, you must remove all your belongings, waste and rubbish from the facilities and vacate the facilities.
- No smoking or consumption of alcoholic beverages is permitted in our facilities.
Payment and refunds - Full payment is required at the time of registration in order to confirm your booking of the facility.
- There shall be no refund of booking fees:
- if you decide to cancel the booking; or
- if your booking was rescheduled by us and the booking fee for the replacement slot differs from the original booking fee paid, you will either be refunded the difference or be required to pay for the difference in the fees (as the case may be).
Warranties and indemnities
- By using our facilities, you warrant and represent that you are physically and medically able to use the facility and carry out such activities and have no physical or medical condition that would endanger your life or make your use of the facility unsafe or dangerous to you or to others.
- If you deliberately or negligently cause any injury to any person or any damage to or loss of any property of any person during your use of the facility, you shall indemnify us if the person who suffered injury, loss or damage claims or takes action against us or if we have to pay for costs or expenses in relation to the same.
- You shall be liable for any damage caused to the facility, equipment or property in the facility. You shall pay for any damage caused by any act or neglect of you or other Users of the facility.
- To the extent permitted by law, you will not hold us responsible for any damage, loss of property, injury, death or any other loss or damage howsoever arising in connection with the booking and use of the facility.

Data policy
- This paragraph is to be read in conjunction with our Privacy Policy.
- We may collect, use and/or disclose your personal data for various reasons, including the following:
- processing and managing your programme registrations and facility bookings;
- looking into and answering any queries or feedback that you may bring to our attention;
- to verify your identity and allow access to our programmes and/or facilities;
- to conduct market research, survey and/or analysis;
- improving user experience on the site;
- informing you of other programmes, events, memberships and purposes if you have given us consent to do so;
- ensuring compliance with these Terms and Conditions; and
- to fulfil a legal or regulatory requirement or to comply with a court order.

Miscellaneous
- You declare and confirm that all information provided in respect of your registration or booking is true, complete and correct. Any person who does not provide true, complete and correct information during the registration or booking process may have their registration or booking (as the case may be) cancelled.

We may require you to produce a copy of the booking / registration confirmation together with a valid photo identification for verification purposes before your participation in a programme or use of a facility.

Individuals who do not comply with these Terms and Conditions or who attempt to circumvent, abuse or otherwise disregard these Terms and Conditions may be subject to temporary or permanent bans from registering for any programme or booking any facility.

We reserve the right to amend, add to, delete from or vary any part of these Terms and Conditions without prior notification. The amended terms and conditions will be available at [onePA.gov.sg].

If any court finds that any provision in these Terms and Conditions (or any part of a provision) is invalid, illegal or unenforceable, that provision or part of it shall, to the extent required, be deemed to be deleted, and the validity and enforceability of the other provisions in these Terms and Conditions shall not be affected.

These Terms and Conditions are governed by the laws of Singapore.
General Information and Refund Policy for Impact @ Hong Lim
Important! The following terms and conditions govern your imPAct membership. Before you sign up for the imPAct membership, please read the following terms and conditions thoroughly.
1. DEFINITIONS AND INTERPRETATION
When the following terms are used in these Terms and Conditions, they have the meanings set out below:
1.1. “Club Rules” means the rules set out in Annex A and forms part of these Terms and Conditions.
1.2. "PA" means People's Association, a statutory board established pursuant to the People's Association Act (Chapter 227) and includes imPAct@Hong Lim Green.
1.3. “imPAct@Hong Lim Green” refers to the premises at [20 Upper Pickering Street, Singapore 058284].
1.4. “imPAct membership” means a membership for the use of facilities and classes at imPAct@Hong Lim Green.
1.5. "imPAct membership card" or “Card” means the card issued pursuant to these Terms and Conditions and the subsequent renewal or replacement of the card.
1.6. “Terms and Conditions” means the terms and conditions set out in this document (including the Club Rules).
1.7. "We”, “our”, and “us" refers to PA.
1.8. "You” and “your" refers to the person to whom the imPAct membership card or replacement Card is issued.
1.9. Unless the context otherwise requires, words referring to the singular number shall include the plural number and vice versa. The headings used in these Terms and Conditions are for ease and reference only. These Terms and Conditions are not to be interpreted by reference to the headings.
2. IMPACT MEMBERSHIP AND THE IMPACT MEMBERSHIP CARD
Types of membership
2.1 There are two types of imPAct membership:
(a) Monthly passes
- Active Pass (1-month unlimited number of classes- Valid for 1 month from date of purchase)
- Intense Pass (3 months unlimited number of classes- Valid for 3 months from date of purchase)
- Pro Pass (6 months unlimited number of classes- Valid for 6 months from date of purchase)
(b) Day passes
Eligibility and purchase of imPAct membership
2.2. Any person with a Singpass account may purchase an imPAct membership.
Issuance of the imPAct membership card
2.3. For monthly pass members, the imPAct membership card will be issued to you after we receive payment of your membership fees. We reserve the right to waive this requirement as we deem fit. The Card can be collected within one week upon receipt of payment of your membership fees at the imPAct@Hong Lim Green outlet. The Card will have no stored value. Day pass members will not receive an imPAct membership Card.
2.4. The Card (and all corresponding intellectual property rights) is issued, managed and owned by PA. Although you hold the Card, it remains PA's property at all times. You must return the Card to us immediately upon our request at any time. We reserve the right to retain or require you to surrender the Card to us if we have reason to believe that it is stolen, tampered with or otherwise misused.
Acceptance of Terms and Conditions
2.5. By participating in classes, using our facilities and/or collecting your Card (if applicable), you are deemed to have accepted and agreed to the terms and conditions in these Terms and Conditions.
Card Validity Period
2.6. The Card validity will be based on the type of monthly pass membership purchased.
2.7. The Card validity will terminate upon the expiry or termination of your membership, whichever is earlier. You shall not assign, transfer, resell or deal in any other manner with your imPAct membership, your Card and any of your rights and obligations under these Terms and Conditions. Your card may only be used by you. We reserve the right to cancel any membership which has been assigned, transferred or resold and you will not be entitled to any refund of any membership fees.
Renewal of membership
2.8. You may apply to renew your membership. Any renewal of your membership shall be at the sole discretion of PA and on such terms and conditions prevailing at the time of renewal.
Damaged Card
2.9. You can come to imPAct@Hong Lim Green outlet to have your damaged or defective Card replaced. We may charge a fee for replacement of the Card.
3. USES OF THE IMPACT MEMBERSHIP CARD
imPAct Membership Card
3.1. All monthly pass members must present their imPAct membership card to gain entry into our facilities and check in for classes. Photo identification may be required for verification purposes. Registration for classes are based on first-come-first-serve basis and may be done at the counter at level 1 of imPAct@Hong Lim Green or through such mode(s) of registration as we may notify you from time to time. All registrations for classes are subject to availability and successful payment of membership fees. Prior bookings or class reservations are not available. Members are allowed to use the shower facilities, lockers, water dispenser and yoga mats at imPAct@Hong Lim Green. Members are required to bring their own towels and toiletries as these will not be provided by us.
3.2. Any monthly pass member who wishes to enter our facilities or register for classes without a valid Card may only be admitted at our absolute discretion.
3.3. Any modification/defacement of the Card face will not be accepted by us. We reserve the right to require you to immediately surrender such modified / defaced Cards.
3.4. The normal operating hours of imPAct@Hong Lim Green are stated at www.onepa.gov.sg. We reserve the right to adjust our operating hours for the purpose of cleaning, maintenance, special events or public holidays, and such adjusted operating hours will be displayed at the counter at level 1 of imPAct@Hong Lim Green.
Promotional and loyalty programmes
3.5. We may from time to time at our discretion introduce one or more loyalty programmes or promotional programmes on such terms and conditions as may be determined by us. To enjoy discounts and privileges offered by us, members are required to present their imPAct membership card. Should you have any queries or if you wish to opt out of receiving publicity materials, please call our hotline number at 67860016 or email us at imPActHLG@pa.gov.sg.
3.6. We reserve the right to add, modify, cancel or discontinue any of the loyalty programmes or promotional programmes as we deem fit without prior notice to you.
4. FEES AND CHARGES
4.1. The membership fee for the type of membership you have chosen is stated when you submit your membership application. This membership fee is non-refundable and is payable by you when you submit your application for your imPAct membership. We review our membership types and membership fees periodically and may change them from time to time. Any changes to the membership fees will only apply to all new or renewed memberships.
4.2. You may be charged a service charge or administrative fee for any service or facility provided by us or any action taken by us in carrying out any of your instructions and/or requests relating to your membership or your use of your Card, whether such a service or action is referred to or contemplated in these Terms and Conditions or otherwise.
5. LOSS/THEFT/DAMAGE/DISCLOSURE
Duty to prevent Loss, Theft, Damage and Fraud
5.1. If you are issued with a Card, you must keep the Card safe and secure at all times. Any unauthorized use of the lost/stolen Card will be your sole responsibility. If your Card is lost, stolen, damaged or used by any other person, you must report this immediately at our hotline number 67860016. If the lost or stolen Card is recovered, you must immediately return the Card to us without using it further. Please call the hotline at 67860016 or email imPActHLG@pa.gov.sg for assistance during Mondays to Fridays, 8.30am – 10.00pm, Saturdays and Sundays, 8.30am to 6.00pm (excluding Public Holidays).
5.2. In the event that your Card is lost, stolen, damaged or used by another person without your authorisation, please note that you are not entitled to any refund whatsoever. We are not liable for any loss, damage, costs or expenses arising out of or in connection with the loss, theft, damage or fraudulent use of your Card.
5.3. We shall not have any obligation to prevent the use of a lost, stolen, damaged or fraudulently used Card.
6. DISCRETION
6.1. Notwithstanding and without prejudice to the other provisions of these Terms and Conditions, we are entitled at any time in our absolute discretion without liability to you and without giving any reasons, to suspend or terminate your membership and/or your right to use the Card entirely or in respect of certain specified facilities or classes, whether or not you are in default of these Terms and Conditions. If we suspend or terminate your membership and/or your right to use the Card entirely, we will notify you accordingly whereupon you shall no longer enjoy the privileges of a member, without claim for any refund of your membership fees, and you must immediately return the Card to us.
6.2. You may not suspend or “freeze” your membership.
Re-issue, Renewal or Replacement of the Card
6.3. On your request, we may, at our absolute discretion and upon such terms and conditions as we may impose, change your Card or Card number and issue a replacement Card. Your obligations and liabilities will not be affected by such change of your Card and all terms and conditions applicable to the former Card will continue to apply to the new Card.
6.4. We reserve our right to refuse to re-issue, renew or replace the Card and/or change your Card or Card number at any time without giving any reason or prior notice to you.
7. COLLECTION, USE AND/OR DISCLOSURE OF INFORMATION RELATING TO YOU
7.1. We may collect, use and/or disclose your personal data in accordance with the consent obtained from you and the applicable law, rules and regulations.
8. CESSATION OF USE OF CARD
8.1. You shall immediately stop using the Card:
(a) at the end of the validity period; and
(b) if directed to do so by us.
9. COMMUNICATION AND SERVICE OF DOCUMENTS
Communication from us
9.1. Any communication, notice or letter to you whether sent by post, hand-delivered, electronic mail or by facsimile to your last known postal address, e-mail address or facsimile number in our records shall be deemed to have been fully delivered to you on the day immediately after the date of posting or on the date of hand-delivery or electronic facsimile transmission notwithstanding that the same may be returned undelivered.
9.2. Where applicable, we may from time to time send you communications, updates and/or promotional materials which you have consented and agreed to receive via post, email and/or SMS.

5.2. In the event that your Card is lost, stolen, damaged or used by another person without your authorisation, please note that you are not entitled to any refund whatsoever. We are not liable for any loss, damage, costs or expenses arising out of or in connection with the loss, theft, damage or fraudulent use of your Card.
5.3. We shall not have any obligation to prevent the use of a lost, stolen, damaged or fraudulently used Card.
6. DISCRETION
6.1. Notwithstanding and without prejudice to the other provisions of these Terms and Conditions, we are entitled at any time in our absolute discretion without liability to you and without giving any reasons, to suspend or terminate your membership and/or your right to use the Card entirely or in respect of certain specified facilities or classes, whether or not you are in default of these Terms and Conditions. If we suspend or terminate your membership and/or your right to use the Card entirely, we will notify you accordingly whereupon you shall no longer enjoy the privileges of a member, without claim for any refund of your membership fees, and you must immediately return the Card to us.
6.2. You may not suspend or “freeze” your membership.
Re-issue, Renewal or Replacement of the Card
6.3. On your request, we may, at our absolute discretion and upon such terms and conditions as we may impose, change your Card or Card number and issue a replacement Card. Your obligations and liabilities will not be affected by such change of your Card and all terms and conditions applicable to the former Card will continue to apply to the new Card.
6.4. We reserve our right to refuse to re-issue, renew or replace the Card and/or change your Card or Card number at any time without giving any reason or prior notice to you.
7. COLLECTION, USE AND/OR DISCLOSURE OF INFORMATION RELATING TO YOU
7.1. We may collect, use and/or disclose your personal data in accordance with the consent obtained from you and the applicable law, rules and regulations.
8. CESSATION OF USE OF CARD
8.1. You shall immediately stop using the Card:
(a) at the end of the validity period; and
(b) if directed to do so by us.
9. COMMUNICATION AND SERVICE OF DOCUMENTS
Communication from us
9.1. Any communication, notice or letter to you whether sent by post, hand-delivered, electronic mail or by facsimile to your last known postal address, e-mail address or facsimile number in our records shall be deemed to have been fully delivered to you on the day immediately after the date of posting or on the date of hand-delivery or electronic facsimile transmission notwithstanding that the same may be returned undelivered.
9.2. Where applicable, we may from time to time send you communications, updates and/or promotional materials which you have consented and agreed to receive via post, email and/or SMS.
9.3. All communication, requests and instructions from you must be in writing and in accordance with our procedure prevailing at that time (if any) and must be hand delivered or sent by registered post to us.
Assumed Consent & Authority
9.4. Notwithstanding the above, we may rely and act on any communication or instructions which we reasonably believe originates from you (whether orally or in writing and whether in person or over the telephone or by facsimile or other means of telecommunication and whether genuine or with or without your consent or authority), and any action taken by us in reliance of such communication or instructions shall bind you. We shall not be liable to you for any loss or damage incurred or suffered by you as a result of such action. We shall not be under any duty to verify the identity of any person communicating purportedly as you or on your behalf.
Effective Date
9.5. Unless otherwise provided in these Terms and Conditions, all communication, requests or instructions from you take effect only three (3) working days after receipt of the communication by us.
10. CHANGE OF ADDRESS
10.1. You must notify us promptly of any change in your contact details, e.g. home addresses, email address, and contact numbers via www.onepa.gov.sg.
11. EXCLUSION OF LIABILITY
Loss or damage in connection with your membership and/or Card
11.1. Notwithstanding any other terms in these Terms and Conditions, we are not liable to you for any loss, damage, inconvenience, embarrassment, cost and expense of any nature which in any way may be suffered or incurred by you or by any other person in respect of or in connection with your membership, your Card and/or your participation of classes or use of imPAct@Hong Lim Green.
Inability to perform our obligations
11.2. We are not liable if we are unable to perform or if there is a delay in performing our obligations under these Terms and Conditions caused by any factor, event or occurrence which is beyond our reasonable control. This includes the failure of any machine or communication system, industrial dispute, war, act of God, or such other factor, event or occurrence outside the reasonable control of us or of our servants or agents.
11.2A. Where the performance of obligations is delayed pursuant to clause 11.2, our obligations shall be suspended for such time and to the extent that we are prevented by such factor, event or occurrence from performing our obligations.
Act or Default of Agents or Contractors
11.3. You agree that we have the absolute discretion to use such agents, contractors or correspondents as we deem fit to carry out or procure any of the matters or transactions governed by or contemplated in these Terms and Conditions and, to the extent permitted by law, we are not liable to you for any act, omission, neglect or wilful default on the part of such agents, contractors and for correspondence.
Lost or Damaged Personal Property
11.4. Lockers are provided to house your personal items when you are in class or using the facilities at imPAct@Hong Lim Green. We cannot ensure the prevention of damage, theft, loss or destruction to your personal property with your use of the lockers and we are not liable or responsible for any damage, theft, loss or destruction of personal property within imPAct@Hong Lim Green. If we have reasonable grounds for suspecting that a locker is being used for prohibited purposes or to store prohibited items, we reserve the right to open the locker and contact the relevant authorities.
12. WAIVER AND INDEMNITY
Waiver and Release
12.1. (a) You are advised to consult your physician prior to commencing any class or engaging in any type of physical exercise.
(b) By signing up for and/or attending classes and/or using our facilities and equipment (individually and/or collectively, the “Classes and Facilities”), you (i) represent and warrant that you are physically and medically able to participate and have no physical or medical condition that would endanger your life or make your participation and/or use unsafe or dangerous to you or to others; (ii) consent to the administration of first aid and other medical treatment and related services, including evacuation/transport, in the event of injury or illness in connection with your participation and/or usage of the Classes and Facilities and (iii) hereby acknowledge on behalf of yourself, your heirs, personal representatives and/or assigns, that there are certain inherent risks and dangers in using any of the Classes and Facilities. You acknowledge that some of these risks cannot be eliminated regardless of the care taken and that we will not be liable for any injury or damage should you choose to participate.
(c) If, in the opinion of our staff or agents, you and/or others would be at physical risk using the Classes and Facilities, you may be denied access to the Classes and Facilities.
Indemnify us for loss/damage
12.2. You will fully indemnify us and hold us harmless against any loss, damage, liability, cost and expenses (including legal costs with disbursements on a full indemnity basis) which we may incur or suffer as a result of or in connection with your membership, your Card and your participation of classes and/or use of imPAct@Hong Lim Green, including without prejudice to the generality of the foregoing:
12.2.1. Your breach of any of your obligations under these Terms and Conditions;
12.2.2. The actual or attempted enforcement or protection of any or our rights and remedies against you;
12.2.3. Any change in any law, regulation or official directive which has an effect on the Card; or
12.2.4. Any demand or enforcement of payment of any monies due hereunder or the observance and performance of any of these Terms and Conditions.
13. GENERAL
Intellectual Property Rights
13.1. All intellectual property relating to the Classes and Facilities and imPAct@Hong Lim Green belongs to or are licensed to us and may not be used by you for any reasons unless prior written consent has been obtained from us. The imPAct@Hong Lim Green and PA’s logo are trademarks of PA and may not be used without our prior written approval. All other trademarks are the property of their respective owners, and unless otherwise represented, their display on our websites or at imPAct@Hong Lim Green is solely for illustration purposes and should in no way be taken to indicate any relationship, affiliation or sponsorship between the owners of trademarks and us.
Rights are Cumulative
13.2. The rights and remedies provided in these terms and conditions are cumulative and not exclusive of any other rights or remedies (whether provided by law or otherwise).
No waiver of Our Rights
13.3. No failure on our part to exercise and no delay on our part in exercising any right or remedy under these Terms and Conditions will operate as a waiver of such right or remedy, nor will any single or partial exercise of any right of remedy preclude any other or further exercise of such right or remedy or the exercise of any other right or remedy. Any waiver by us of our rights or remedies in respect of any term under these Terms and Conditions or any breach of these Terms and Conditions on your part must be in writing and may be given subject to such terms and conditions as we may deem fit and is effective only in the instance and for the purpose for which it is given.
Record is Conclusive and Binding
13.4. Our records (including computer and microfilm stored records) of all matters relating to you, your membership and your Card are conclusive evidence of such matters and are binding against you for all purposes, save for manifest error, subject to our right to rectify any error or omission therein and our right to adduce other evidence. We may, in our absolute discretion, destroy any document relating to your Card after recording the same in such manner as we deem fit as well as to destroy such records at any time.
Provisions are Severable
13.5. Each of these terms and conditions is severable and distinct from one another and if at any time anyone or more of these terms and conditions or any part thereof is or becomes invalid, illegal or unenforceable, the validity, legality or enforceability of the remaining provisions of these Terms and Conditions will not thereby be affected or impaired in any way.
Rights of Third Parties
13.6. A person who is not a party to these Terms and Conditions has no right under the Contracts (Rights of Third Parties) Act (Chapter 53B of Singapore) to enforce any term herein.
Rights to Amend
13.7. We reserve the right to amend these Terms and Conditions without notice. The revised Terms and Conditions will be uploaded at www.pa.gov.sg/our-programmes/impact-hong-lim-green . By continuing to sign up for classes and/or use our facilities, you agree to be bound by such revised Terms and Conditions.
Governing Law
13.8. These Terms and Conditions are governed by Singapore law and you hereby submit irrevocably to the exclusive jurisdiction of the Singapore Courts.
General Information and Refund Policy for Membership
TERMS AND CONDITIONS
Important! The following terms and conditions govern the PAssion Membership, including participation in the PAssion Membership loyalty programme, the validity of the PAssion Membership and such other offers associated with the PAssion Membership. Please read the following terms and conditions thoroughly. Upon your successful application for the PAssion Membership, you are deemed to have accepted and have agreed to be bound by these terms and conditions.
1. DEFINITIONS AND INTERPRETATION
When the following terms are used in this Agreement, they have the meanings set out below:
1.1. "PA" means People's Association, a statutory board established pursuant to the People's Association Act (Chapter 227).
1.2. "PA Affiliated Organisation" means all organisations and societies which are divisions under PA or otherwise affiliated to PA, including but not limited to Community Clubs, Community Development Councils and such other grassroots organisations as PA may determine.
1.3. “PAssion e-Membership” means the digital membership programme described in Clause 3(B), and “PAssion e-Membership Member” means a member of such programme.
1.4 “PAssion Membership” means the membership programme in relation to the PAssion e-Membership and PAssion Membership Card.
1.5. "PAssion Membership Card" or "Card" means the card issued pursuant to this Agreement and the subsequent renewal or replacement of the card, and “PAssion Membership Cardholder” means a holder of the Card.
1.6. "Service Provider" means a person or body corporate that offers their facilities or services to persons with a PAssion Membership.
1.7. "Vendor" means a person or body corporate or a PA Affiliated Organisation that participates in a PAssion Membership loyalty programme or promotional programme as set out in Clause 4.2 below.
1.8. "We”, “our, “us" refers to the PA.
1.9. "You”, “your" refers to the person to whom the PAssion Membership belongs to.
1.10. Unless the context otherwise requires, words referring to the singular number shall include the plural number and vice versa. The headings used in this Agreement are for ease and reference only. The terms and conditions in this Agreement are not to be interpreted by reference to the headings.
2. PASSION MEMBERSHIP
Eligibility and Application for PAssion Membership
2.1. You are eligible to apply for a PAssion Membership if you are:
2.1.1. An existing member of the PA;
2.1.2. An existing member of a PA Affiliated Organisation;
2.1.3. A person applying for membership to the PA or a PA Affiliated Organisation;
2.1.4. Any member of a PA committee, board or panel;
2.1.5. A member of staff of the PA; or
2.1.6. Any other person approved by the PA.
2.2. The PAssion Membership (and all corresponding intellectual property rights in relation thereto) is managed and owned by PA and we reserve the right to reject any application without assigning any reason.
2.3. For individuals who are below 18 years old, your application for PAssion Membership will only be processed if your parent / legal guardian has provided us with their consent to your application.
2.4 If you are between the age of 12 and 35 years and upon approval of your PAssion Membership application, you will also become a Youth Club Member of your preferred Community Club as well as the Community Club nearest to your place of residence.
Acceptance of Terms and Conditions
2.5. Upon your successful application for the PAssion Membership, you are deemed to have accepted and agreed to the terms and conditions in this Agreement and the Terms and Conditions of the Service Providers and Vendors (including but not limited to the terms and conditions pertaining to the use of the ez-link card for PAssion Membership Cardholders, which are available for viewing at www.simplygo.com.sg) where applicable.
3. TYPES OF PASSION MEMBERSHIP
There are two types of PAssion Membership: membership under the PAssion Membership Card and the PAssion e-Membership.
A. PASSION MEMBERSHIP CARD
3.1. For PAssion Membership Card applications submitted through non-Direct Card Printing channels (including but not limited to online submissions and applications submitted at road shows), the PAssion Membership Card will only be issued to you after we receive payment of your membership fees in respect of your membership with PA or a PA Affiliated Organisation as the case may be. We reserve the right to waive this requirement as we deem fit. The Card will be mailed to you within 4 weeks upon application or our receipt of payment of your membership fees, whichever is later. In the event that you have not received your Card after 4 weeks, please report this to the Integrated PA Contact Centre at 6225 5322. The PAssion Membership Card will have no stored value. For usage as a payment card, you will need to top up the card prior to using it as a payment Card. We reserve the right to cancel your Card in the event that any membership fees become due and unpaid.
3.2. Although you hold the Card, it remains PA's property at all times. You must return the Card to us immediately upon our request at any time.
Card Validity Period
3.3. The Card will be valid:
3.3.1. if you are a member of PA or a PA Affiliated Organisation, for the duration of your membership;
3.3.2. if you are appointed to a PA committee, board or panel, for the duration of your appointment to the PA committee, board or panel (as the case may be);
3.3.3. if you are a member of staff of PA, for the duration of your employment with PA; or
3.3.4. where clauses 3.3.1 to 3.3.3 above do not apply, for such other period as specifically provided by the PA.
3.4. The Card membership privileges will terminate upon the expiry or termination of your membership. The PAssion Membership Card is not transferable and may not be used by any other person except for your children (below 18 years old) who are Supplementary Members tagged to your principal Card or, in the case of a PAssion Baby Card, by a parent of the child for the benefit of the child.
Renewal of membership
3.5. You may apply to renew your Card membership with the PA or PA Affiliated Organisation (as the case may be) when it expires. Any renewal of your membership shall be at the sole discretion of PA or the PA Affiliated Organisation (as the case may be) and on such terms and conditions prevailing at the time of renewal.
Damaged Card
3.6. You can apply at our office to have your damaged or defective Card replaced. We may charge a fee for replacement of the Card in accordance with Clause 4 below. This fee may be waived at our discretion if the Card is unusable due to manufacturing defects.
Card Replacement
3.7. You will be charged a fee of S$7 (Subject to GST) or such other sum as may be determined by us from time to time for a replacement Card.
Duty to prevent Loss, Theft, Damage and Fraud
3.8. You must keep the Card safe and secure at all times. Any unauthorized use of the lost/stolen Card will be the sole responsibility of the cardholder. If your Card is lost, stolen, damaged or used by any other person, you must report this immediately at our Hotline number 6225 5322. If the lost or stolen Card is recovered, you must immediately return the Card to us without using it further. Please call the Integrated PA Contact Centre at 6225 5322 for assistance during Mondays to Sundays, 8am to 6pm (excluding Public Holidays). Alternatively, you can go to your nearest Community Club (CC) to report the loss of your PAssion Membership Card and to file for any refund of stored value (at best efforts by SimplyGo Pte Ltd). We shall not be liable to you for any loss or failure to claim for a refund. Please be informed that the Card will be terminated by SimplyGo Pte Ltd within 48 working hours, excluding weekends and/or Public Holidays.
3.9. In the event that your Card is lost, stolen, damaged or used by another person without your authorisation, please note that you are not entitled to any refund whatsoever for deductions of stored value and yuu Points of the Card. We are not liable for any loss, damage, costs or expenses arising out of or in connection with the loss, theft, damage or fraudulent use of your Card.
3.10. We shall not have any obligation to prevent the use of a lost, stolen, damaged or fraudulently used Card.
3.11. The stored value component of the Card is subject to the terms and conditions of SimplyGo Pte Ltd. You agree that your use is subject to such terms and conditions as may be amended from time to time. More information may be obtained from the website at www.simplygo.com.sg or www.onepa.gov.sg/passion-card.
3.12. For lost/replacement card, PA will endeavour to transfer any eligible rewards points earned on the existing PAssion Card/membership to the new replacement card/membership. However, the system requires 48 hours after a report has been made at any Community Centre or through the customer service hotline for the transfer of points to take effect.
3.13. You shall immediately stop using the Card at the end of the validity period set out in Clause 3.3 above.
B. PASSION E-MEMBERSHIP
3.14. For applications for the PAssion e-Membership submitted through the MyPAssion mobile application and www.onepa.gov.sg, you will receive a prompt or notification once your application has been approved, whereupon you will be able to use your PAssion e-Membership.
3.15. The PAssion e-Membership will remain valid until it is terminated by the PA or the PAssion e-Membership member.
3.16. All other PAssion e-Membership privileges will terminate upon the termination of your membership. The PAssion e-Membership is not transferable and may not be used by any other person except for your children (below 18 years old) who are Supplementary Members tagged to your PAssion e-Membership.
Duty to prevent Loss, Theft and Fraud
3.17. You must keep access to your PAssion e-Membership secure at all times. Any unauthorized use of your PAssion e-Membership will be the sole responsibility of the PAssion e-Membership Member.
3.18. We shall not have any obligation to prevent the use of a lost, stolen or fraudulently used PAssion e-Membership.
4. USES OF THE PASSION MEMBERSHIP
4.1. The PAssion Membership is a membership for persons listed in clause 2.1 above. The prevailing terms and conditions of membership of the PA or PA Affiliated Organisation shall continue to apply. Where such terms and conditions conflict with the terms and conditions in this Agreement, the latter shall prevail.
4.2. To enjoy discounts and privileges offered by Community Clubs, Service Providers, Vendors and such other merchants and/or other participating outlets (each, a “Privilege Provider”), members are required to present their PAssion Membership Card or their PAssion e-Membership card in the MyPAssion mobile application. You agree that your use and enjoyment of the discounts and privileges offered by each Privilege Provider with your PAssion Membership are subjected to the terms and conditions of the Privilege Provider and that you will abide by those terms and conditions as they may be amended from time to time. Any modification/defacement of the PAssion Membership Card will not be accepted by the Privilege Providers.
Promotional and loyalty programmes
4.3. We may from time to time at our discretion introduce one or more loyalty programmes or promotional programmes on such terms and conditions as may be determined by us from time to time. Details of the loyalty programmes and promotional programmes will be made known to you through our website ( www.onepa.gov.sg/passion-card) and other publicity material. Should you have any queries, please call the Integrated PA Contact Centre at 6225 5322.
4.4. We reserve the right to add, modify, cancel or discontinue any of the loyalty programmes or promotional programmes as we deem fit without prior notice to you.
4.5. We reserve the right to amend the list of Service Providers and/or Vendors from time to time. We will not be liable for any loss to you due to changes to the list of Service Providers and/or Vendors.
5. CHARGES
Service Charge
5.1. You may be charged a service charge or administrative fee for any service or facility provided by us or any action taken by us in carrying out any of your instructions and/or requests relating to the use of your Card and/or your PAssion Membership, whether such a service or action is referred to or contemplated in these terms and conditions or otherwise.
6. DISCRETION
Termination
6.1. Notwithstanding and without prejudice to the other provisions of this Agreement, we are entitled at any time in our absolute discretion without liability to you and without giving any reasons, to suspend or terminate your PAssion Membership and/or your right to use the Card entirely or in respect of certain specified facilities or programmes whether or not you are in default of this Agreement. If we suspend or terminate your PAssion Membership and/or your right to use the Card entirely, we will notify you accordingly and, in the case of PAssion Membership Cardholders, you must immediately return the Card to us.
Re-issue, Renewal or Replacement of the Card
6.2. On your request, we may, at our absolute discretion and upon such terms and conditions as we may impose, change your Card or Card number, issue a replacement Card and transfer all credits and facilities from your original Card to the new Card. Your obligations and liabilities will not be affected by such change of your Card and all terms and conditions applicable to the former Card will continue to apply to the new Card.
6.3. We reserve our right to refuse to re-issue, renew or replace the Card and/or change your Card or Card number at any time without giving any reason or prior notice to you.
7. COLLECTION, USE AND/OR DISCLOSURE OF INFORMATION RELATING TO YOU
7.1. You agree for us to collect, use and/or disclose your personal information in accordance with the consent obtained from you in the PAssion Membership application, our privacy statement accessible at https://www.onepa.gov.sg/privacy-policy and the applicable law, rules and regulations. If there you wish to change your contact details or withdraw your consent to the use and/or disclosure of your personal information at any time, please contact us at 6225 5322.
8. COMMUNICATION AND SERVICE OF DOCUMENTS
Communication from us
8.1. Any communication, notice or letter to you whether sent by post, hand-delivered, electronic mail or by facsimile to your last known postal address, e-mail address or facsimile number in our records shall be deemed to have been fully delivered to you on the day immediately after the date of posting or on the date of hand-delivery or electronic facsimile transmission notwithstanding that the same may be returned undelivered.
8.2. Where applicable, you have also consented and agreed to receive from time to time:
a) updates on publicity and/or promotional materials in relation to the PAssion Membership loyalty programme via our communication channels including but not limited to newsletters, emails, SMS and circulars; and
b) updates and invitations from us on youth activities and programmes if you are between the ages of 12 and 35. Please refer to http://www.facebook.com/PAYMYouths for more information.
Communication to us
8.3. All communication, requests and instructions from you must be in writing and in accordance with our prescribed procedure prevailing at that time and/or must be hand delivered or sent by registered post or electronic mail to us.

8.5. Unless otherwise provided in this Agreement, all communication, requests or instructions from you take effect only three (3) working days after receipt of the communication by us.
9. CHANGE OF ADDRESS & MEMBERSHIP STATUS
9.1. You must notify us promptly of any change in membership status, your home and office addresses, email address, employment and contact numbers.
10. EXCLUSION OF LIABILITY
Goods or Services supplied by Service Providers & Vendors
10.1. We are not responsible or liable to you for the quality of any goods supplied, the performance of any services provided by a Service Provider or Vendor or for the breach of any representations or warranties that a Service Provider or Vendor may make to you.
10.2. You will resolve any dispute directly with the Service Provider or Vendor. You shall not use a claim, dispute, counterclaim or right of set-off which you may have against a Service Provider or Vendor as a basis to make a claim against us or refuse to pay us such amounts which are due and owing to us.
Card not accepted by Service Provider or Vendor
10.3. You will not hold us liable in any way and you will have no claim against us if the Card and/or the PAssion e-Membership in the MyPAssion mobile application is not accepted or honoured by any Service Provider or Vendor for any reason.
10.4. We are not liable in any way for any injury to your credit, character and reputation ifyour Card and/or the PAssion e-Membership in the MyPAssion mobile application is not accepted or honoured by any Service Provider or Vendor or if we request for the return of your Card.
Loss or damage in connection with your Card
10.5. Notwithstanding any other terms or conditions of this Agreement, we are not liable to you for any loss, damage, inconvenience, embarrassment, cost and expense of any nature which in any way may be suffered or incurred by you or by any other person in respect of or in connection with the usage of or inability to use the Card and/or the PAssion e-Membership card in the MyPAssion mobile application.

10.6. We are not liable if we are unable to perform or if there is a delay in performing our obligations under this Agreement caused by any factor, event or occurrence which is beyond our reasonable control. This includes the failure of any machine or communication system, industrial dispute, war, act of God, or such other factor, event or occurrence outside the reasonable control of us or of our servants or agents.
10.6A Where the performance of obligations is delayed pursuant to clause 11.6, our obligations shall be suspended for such time and to the extent that we are prevented by such factor, event or occurrence from performing our obligations.
Act or Default of Agents or Contractors
10.7. You agree that we have the absolute discretion to use such agents, contractors or correspondents as we deem fit to carry out or procure any of the matters or transactions governed by or contemplated in this Agreement and, to the extent permitted by law, we are not liable to you for any act, omission, neglect or wilful default on the part of such agents, contractors and for correspondence.
11. INDEMNITY
Indemnify us for Loss/Damage
11.1. You will fully indemnify us and hold us harmless against any loss, damage, liability, cost and expenses (including legal costs with disbursements on a full indemnity basis) which we may incur or suffer as a result of or in connection with your Card and/or your PAssion Membership, including without prejudice to the generality of the foregoing:
11.1.1. Your breach of any of your obligations under this Agreement;
11.1.2. The actual or attempted enforcement or protection of any or our rights and remedies against you;
11.1.3. Any change in any law, regulation or official directive which has an effect on the Card and/or the PAssion Membership; or
11.1.4. Any demand or enforcement of payment of any monies due hereunder or the observance and performance of any terms and conditions in this Agreement.
12. GENERAL
Change of Agreement
12.1. We may at any time vary, modify, add to or delete the terms and conditions of this Agreement and we will notify you of any such changes in such manner as we may, in our absolute discretion, deem fit. By your retention or continuance of usage of the Card and/or your PAssion Membership after we have given such notice of change, you will be deemed to have accepted such changes without reservation.
Rights are Cumulative
12.2. The rights and remedies provided in these terms and conditions are cumulative and not exclusive of any other rights or remedies (whether provided by law or otherwise).
No waiver of Our Rights
12.3. No failure on our part to exercise and no delay on our part in exercising any right or remedy under this Agreement will operate as a waiver of such right or remedy, nor will any single or partial exercise of any right of remedy preclude any other or further exercise of such right or remedy or the exercise of any other right or remedy. Any waiver by us of our rights or remedies in respect of any term under these terms and conditions or any breach of these terms and conditions on your part must be in writing and may be given subject to such terms and conditions as we may deem fit and is effective only in the instance and for the purpose for which it is given.
Record is Conclusive and Binding
12.4. Our records (including computer and microfilm stored records) of all matters relating to you, and for your Card and/or your PAssion Membership are conclusive evidence of such matters and are binding against you for all purposes, save for manifest error, subject to our right to rectify any error or omission therein and our right to adduce other evidence. We may, in our absolute discretion, destroy any document relating to your Card and/or your PAssion Membership after microfilming of otherwise recording the same in such manner as we deem fit as well as to destroy such microfilm and records at any time.
Provisions are Severable
12.5. Each of these terms and conditions is severable and distinct from one another and if at any time anyone or more of these terms and conditions or any part thereof is or becomes invalid, illegal or unenforceable, the validity, legality or enforceability of the remaining provisions will not thereby be affected or impaired in any way.
yuu Programme
12.6. The yuu loyalty programme is only available to PAssion Membership Cardholders. You agree that your use and enjoyment of the yuu Programme offered with the PAssion Membership Card are subjected to the terms and conditions of the yuu Programme and that you will abide by those terms and conditions as they may be amended from time to time. More information on the yuu Programme can be obtained at https://yuu.sg.
12.6.1. For loss or replacement of your PAssion Membership Card, PA will endeavour to transfer any eligible rewards points earned on the existing PAssion Card/membership to the new replacement card/membership. However, the system requires 48 hours for the transfer of points to take effect. Any unauthorised use of the lost/stolen Card will be the sole responsibility of the PAssion Membership Cardholder.
National Library Board (“NLB") Partner Membership
12.7. As NLB Partner Member, you are entitled to borrow TWENTY-FOUR (24) physical loan items and SIXTEEN (16) ebooks (including eAudiobooks) from the lending section of the libraries. The loan period for books/music scores is 21 days, while loan period for magazines/audio-visual materials is 14 days. Overdue fines are charged at $0.15 per book/magazine/CD-ROM with accompanying book per day and $0.50 per audio-visual item per day. 12.8. NLB Partner Membership is only applicable to PAssion Membership Cardholders or PAssion e-Membership members who are Singaporeans or Singapore PRs. Supplementary Members (children under 15 years old without card who are tagged to their Parent’s Principal Card) and PAssion Membership Cardholders who still hold the old PAssion Card (wavy card), will not be able enjoy this privilege. You will need to sign up or upgrade to the PAssion Membership Card or PAssion e-Membership to enjoy this benefit. Membership fees for the renewal of the PAssion Membership Card apply. For PAssion Membership Cardholders, the expiry date of the NLB Partner Membership will correspond to the expiry date of your PAssion Membership Card.
12.9. In addition, and without prejudice to the other terms of this Agreement, please report loss at www.go.gov.sg/nlb-form/loss-of-card immediately if you lose your PAssion Membership Card to prevent abuse.
PAssion-CAPITASTAR Rewards Programme
12.10. This is an exclusive rewards programme for PAssion Membership Cardholders who are aged 16 years and above. Members will get to redeem $5 eCapitaVoucher at a discounted rate of 4,500 STAR$® (first 10,000 redemptions per month).
12.11. For PAssion Membership Cardholders who sign up or renew from 1 August 2020 onwards, you will be automatically enrolled in this PAssion–CAPITASTAR Rewards Programme. However, you are required to activate this rewards programme through the CAPITASTAR Mobile App to enjoy the discounted rate of 4,500 STAR$® to redeem a $5 eCapitaVoucher.
12.12. For existing PAssion Membership Cardholders who signed up before 1 August 2020 and who are not an existing CAPITASTAR member, you will need to download the CAPITASTAR Mobile App and go to the member's profile to input your PAssion Card CAN Number to verify that you are an existing PAssion Card Member. You will need to also authorise CAPITASTAR to verify with PA on your PAssion Card membership status.
12.13. For existing PAssion Membership Cardholders who are also CAPITASTAR members before 1 August 2020, you will need to update your PAssion Card CAN Number in the CAPITASTAR Mobile App under the member's profile page. You will also need to authorise CAPITASTAR to verify with PA on your PAssion Card membership status. Upon successful upgrading, you will start to enjoy the exclusive discount rate for redemption of eCapitaVoucher.
12.14. For existing PAssion Membership Cardholders who had previously already signed up for PAssion-CAPITASTAR membership, you will automatically enjoy the exclusive redemption rate for eCapitaVoucher from 1 August 2020. If you are not sure whether your status has been updated correctly, please approach the Customer Service Counters of participating malls, except Clarke Quay and Rivervale Mall, or the CAPITASTAR Customer Line at: / email: (65) 6631-9931 / email: retail@capitaland.com.
12.15. You agree that your use and enjoyment of the PAssion–CapitaStar Rewards Programme offered with the PAssion Card are subjected to the terms and conditions of the CAPITASTAR Programme and that you will abide by those terms and conditions as they may be amended from time to time. More information of the Rewards Programme may be obtained from CAPITASTAR website at www.capitastar.com.
Rights of Third Parties
12.16. A person who is not a party to this Agreement has no right under the Contracts (Rights of Third Parties) Act (CAP 53B) to enforce any term of this Agreement.
Rights to Amend
12.17. PA reserves the right to amend and add further terms and conditions and such amended or additional terms and conditions shall be binding upon notice being given to you.
Governing Law
12.18. This Agreement is governed by Singapore Law and you hereby submit irrevocably to the exclusive jurisdiction of the Singapore Courts.
Terms and Conditions For Community Volunteers
1. General Information for Community Volunteers
The objectives of the People’s Association and its affiliated grassroots organisations (collectively, “PA”) include the fostering of community bonding and strengthening of social cohesion in Singapore.
The Community Volunteer Scheme aims to provide volunteering opportunities for like-minded individuals and groups to come together and volunteer their time and efforts for community causes or projects that they care about, as well as to facilitate greater volunteerism and civic participation for the common good.
These Terms and Conditions for Community Volunteers aims to ensure that all Community Volunteers understand and abide by the standard of conduct expected of them.
2. Requirements
- You must be at least 15 years old to register as a Community Volunteer.
- There may also be additional minimum age requirements for certain volunteering opportunities. Please check the description and requirements of the volunteering opportunities before signing up.
As a Community Volunteer, you are expected to:
- Carry out all assigned duties responsibly; and abide by all safety procedures and instructions given by PA staff/authorised personnel.
- Be committed and please inform the staff in charge/authorised personnel in advance if you are unable to turn up for or commit to the full duration of the volunteering opportunity that you have signed up for.
As a Community Volunteer, you are not to:
- Act in any way that may create liability or bring PA into disrepute.
- Engage in any activity or do anything when volunteering that may place yourself in a situation or condition that may bring harm (whether physical or otherwise) to another person or property.
- Use any PA property, resources or information for any purpose other than for the volunteering opportunity that you have signed up for.
- Falsify or change any documents or records.
- Place yourself in a situation or potential situation which may have conflict of interest with PA – e.g. other commitments, roles in other agencies. If any potential area of conflict raises, please consult the PA staff in charge.
- Represent PA to the media or elsewhere based on your status as a Community Volunteer, unless prior permission has been given by PA.
3. Safeguarding of Confidential Information and Personal Data
- You may be privy to confidential information and/or personal data of others during the course of your volunteering. All Community Volunteers must:
- keep all information and data receiving during the course of their volunteering strictly confidential, and not disclose the information or data to unauthorised persons (e.g. the Community Volunteer’s friends or family members); and
- only use such information and data for the purposes of the volunteering opportunity that the information and data was made known to them.
- At the end of the volunteering opportunity, you must return or delete all copies of confidential information and personal data that was disclosed to you as may be required by PA.
4. Warranties and Risk Acknowledgment
- Each volunteering opportunity may have its own inherent risks. By registering for a volunteering opportunity, you confirm that you:
- are medically and mentally able to volunteer and have no condition that would endanger your life or make your participation in the volunteering opportunity unsafe or dangerous to yourself or to others. If necessary, please seek advice from a medical practitioner before registering for a volunteering opportunity;
- will cooperate fully with PA staff/authorised personnel and abide by all instructions, safety processes and systems for the volunteering opportunity; and
- will inform PA staff/authorised personnel if you feel unwell at any time during the volunteering opportunity or if you do not wish to continue with the volunteering opportunity.
- To the extent permitted by law, you will not hold PA and our employees, servants and agents liable for any loss or damage to your property arising from your participation in a volunteering opportunity.
- If you deliberately or negligently cause any injury to a person or any damage to or loss of any property of another person, you shall indemnify PA if the person who suffered injury, loss or damage claims or takes action against PA or if PA has to pay for costs or expenses in relation to the same.
5. Volunteer Resignation / Termination
- You may withdraw from the Community Volunteer Scheme by opting out via onePA.gov.sg.
- A Community Volunteer who fails to meet the basic standards of professionalism or who does not comply with these Terms and Conditions for Community Volunteers may have their registration as a Community Volunteer terminated immediately. PA also reserves the right to terminate the registration of a Community Volunteer by written notice without assigning any reason.
- For the safety of everyone, PA reserves the right to disqualify a Community Volunteer from any volunteering opportunity (or part thereof) if it thinks that a Community Volunteer is incapable of continuing with the volunteering opportunity without jeopardizing his/her own health, wellbeing or safety, or that of others.
6. Data Policy
- In addition to the contents of the Privacy Statement, your personal data may be used and/or disclosed for various reasons, including the following:
- administering the Community Volunteer programme and volunteering opportunities;
- looking into and answering any queries or feedback that you may raise;
- to verify your identity and allow access to the volunteering opportunities and/or facilities;
- to conduct market research, survey and/or analysis;
- improving user experience on the site;
- informing you of other programmes, events, memberships and purposes if you have given us consent to do so;
- ensuring compliance with these Terms and Conditions; and
- to fulfil a legal or regulatory requirement or to comply with a court order.
- Photographs and/or videos may be taken during volunteering opportunities and other PA platforms. You agree that PA and others authorised by PA may use such photographs and/or videos for record, publicity and training purposes.
7. Miscellaneous
- You confirm and declare that all information provided in respect of your registration as a Community Volunteer and for volunteering opportunities are true and accurate.
- Registrations for volunteering opportunities may be subject to PA’s prior approval. PA shall not be required to provide any reasons for the non-approval of any particular registration.
- These Terms and Conditions may be amended from time to time. The amended Terms and Conditions will be made available at onePA.gov.sg.
- These Terms & Conditions are governed by the laws of Singapore.
