Event Description
BEDOK RESERVOIR-PUNGGOL RESIDENTS' NETWORK (RN)
COMMUNITY GARDEN MEMBERSHIP GUIDELINES AND TERMS OF PARTICIPATION
Purpose. The community gardens are shared spaces intended to promote gardening, community participation and good neighbourliness. Gardeners are expected to observe these guidelines so that the gardens remain safe, accessible, well-maintained and enjoyable for everyone.
Application. These guidelines apply to the Bedok Reservoir-Punggol Residents’ Network (RN) community gardens at Blocks 715, 719 and 721. Continued use of a plot constitutes agreement to comply with these guidelines and reasonable directions issued by the RN or Constituency Office.
A. Membership, Registration and Plot Allocation
1. Each gardener is ordinarily entitled to be allocated one gardening plot, subject to availability and approval by the RN.
1A. Allocation of Surplus Plots Where plots remain available due to insufficient take-up, the RN may invite existing gardeners who already hold one plot to express interest in an additional plot. Where more gardeners express interest than there are available plots, the additional plots may be allocated by ballot.
An additional plot allocated under this clause is temporary and does not create an entitlement to retain more than one plot. As registration remains open throughout the year, the RN may require the gardener to surrender the additional plot where an eligible applicant who does not already hold a plot requires one. The RN will give the affected gardener reasonable notice and sufficient time to remove or relocate plants and personal belongings before the plot is reallocated.
2. A plot is allocated personally to the registered gardener and must not be transferred, sublet, assigned or made available for another person’s independent use. Temporary assistance approved under Clause 6 is permitted but does not change the registered gardener to whom the plot is allocated.
3. Each plot allocation and membership term runs from 1 January to 31 December of the relevant calendar year and is subject to annual renewal. Registration for the following calendar year is intended to commence in December. Renewal is not automatic and remains subject to plot availability, payment of the applicable fee, satisfactory maintenance of the plot and compliance with these guidelines.
4. The annual plot participation fee is $60 for a full calendar year. A gardener whose plot allocation continues into a new calendar year must register and pay the full annual fee for that new year. A new plot allocated after 1 January is charged at $5 for each month and includes the month in which the allocation commences through December. All fees paid are non-refundable, including where membership ends, the plot is surrendered, or access is suspended or terminated before the end of the term. Fee example: A new plot allocated in October attracts a fee of $15 for October, November and December.
5. Where a plot has not been maintained in accordance with Clauses 7 and 8 for a continuous period exceeding one month, the RN may review the allocation. Except where urgent action is permitted under Clause 28A, the gardener will be informed of the maintenance concerns and given a reasonable period to rectify them before the RN decides whether to reallocate the plot.
6. A gardener who expects to be away or unable to maintain the plot for an extended period should inform the RN. Temporary assistance may be arranged only with the RN’s prior written approval. The registered gardener remains responsible for the plot. Approved temporary assistance does not constitute transfer, assignment or subletting.
B. Use and Maintenance of Allocated Plots
7. Gardeners must keep allocated plots neat, maintained and free from health or safety risks. Plants, pots, structures, tools and materials must remain within plot boundaries unless approved for a common area.
8. Plants must be trimmed and maintained so that growth does not obstruct access, interfere with neighbouring plots, create a foreseeable hazard or extend excessively outside the garden boundary. Thorny or sharp growth, unstable plants and low overhanging branches beside common areas must be removed, relocated, guarded or made safe to the RN’s satisfaction.
9. Trees and Large Woody Plants
A gardener may plant and maintain trees and other large woody plants within the allocated plot, subject to the requirements of this clause.
In selecting, planting and maintaining a tree or large woody plant, a gardener must have regard to:
a. the mature height, spread and growth habits of the plant;
b. the likely effect on neighbouring plots, including excessive shading that materially interferes with another gardener's ability to grow and maintain plants within the neighbouring plot;
c. the effect on common pathways, entrances, working areas and visibility within the garden;
d. the root system and its potential effect on drains, water pipes, fencing, gates, lighting, electrical installations or other common infrastructure;
e. the plant's ongoing maintenance requirements and long-term suitability for the available space.
Trees and other large woody plants must be maintained so that:
a. branches, foliage and trunks do not obstruct common pathways, entrances or shared working areas;
b. overhead growth adjacent to commonly used pathways is maintained at a height sufficient to permit safe passage beneath it and, unless otherwise approved by the RN, not less than 2.1 metres above ground level;
c. the plant does not create a reasonably foreseeable safety hazard through instability, falling branches, excessive encroachment or other similar conditions;
d. the growth of the plant does not materially interfere with neighbouring plots or adversely affect their reasonable use.
Where a tree or large woody plant creates, or is reasonably likely to create a safety concern, obstruction, infrastructure issue or substantial interference with neighbouring plots, the RN may require the gardener to prune, relocate, make safe or remove the plant within a reasonable period.
Gardeners are encouraged to consult the RN before introducing any tree or large woody plant that is expected to exceed the height of surrounding garden structures or occupy a substantial portion of the allocated plot.
10. Plant supports, trellises, shelves, netting, raised containers and other structures must be safe, stable and kept within the plot as far as practicable. Substantial or fixed structures, or those likely to affect access, visibility, drainage or neighbouring plots, require prior approval. Plants must not be tied to common structures where this may cause damage or risk.
11. Gardeners must not plant, dig, install structures or store materials in a way likely to damage or obstruct drains, pipes, irrigation fittings, fencing, gates, lighting, electrical installations or other common infrastructure. Suspected damage must be reported promptly.
12. Permitted and Prohibited Plant Species
Edible crops, ornamentals and herbs are generally permitted, subject to these guidelines. A gardener must not introduce any plant prohibited or restricted by law, or identified by a relevant authority as invasive or unsuitable. Angel’s Trumpet (Brugmansia), Oleander (Nerium oleander) and Opium Poppy (Papaver somniferum) must not be planted. RN approval is required before introducing an unfamiliar species or a plant with toxic sap, fruit or other parts. The RN may direct that an existing plant be removed, relocated or made inaccessible where it presents a safety, public-health, infrastructure or legal concern.
13. Soil and Growing Media
Gardeners must use soil and growing media suitable for gardening and must not introduce material known or reasonably suspected to be contaminated by waste, harmful chemicals, pests or disease. Commercially supplied soil, compost or potting mix may be used according to the manufacturer’s instructions.
C. Common Areas, Access and Safety
14. Common pathways, entrances and shared areas must be kept reasonably clear and accessible. Items must not obstruct access. All gardeners share responsibility for the cleanliness and condition of common areas.
15. Gardeners must not interfere with another gardener’s plants or property without consent or RN authorisation. Guests must observe these guidelines. Children must be closely supervised by a responsible adult.
16. The garden's daily operating hours are from 7.00 a.m. to 7.00 p.m. Entry to or use of the garden outside these hours is not permitted unless specifically authorised by the RN. The garden has no lighting and is not equipped or intended for gardening after dark. Any person who enters or uses the garden outside the stated operating hours, without authorisation, does so at his or her own risk. The RN, Constituency Office and People's Association do not assume responsibility for any injury, loss, damage or other incident arising from such unauthorised after-hours access or use.
17. The last gardener to leave must ensure that the gate or door is properly closed and locked. Where there is no gate or door, gardeners must keep their own equipment secure.
D. Water, Cleanliness, Pest Prevention and Environmental Safety
18. Garden water is for gardening only and must be used responsibly. Wastage and overwatering are not permitted. Where practicable, gardeners are encouraged to use drip irrigation or self-watering containers. Watering must not create stagnant water or mosquito-breeding conditions.
19. Gardeners must take reasonable measures to prevent mosquito breeding, including regularly checking pots, containers, trays and places where stagnant water may accumulate.
20. Each gardener is responsible for maintaining the allocated plot in accordance with these guidelines and applicable public-health and environmental requirements. A gardener may be required to rectify a breach and remains responsible for an approved helper or guest. Liability or enforcement imposed by a public authority remains subject to applicable law and the authority’s determination. All gardeners share responsibility for common areas. The following requirements apply:
20A. Gardeners must comply with applicable laws, public-health and environmental requirements, and reasonable directions issued by relevant authorities, the RN or Constituency Office.
20B. Tools, fertilisers, pesticides and other substances used must be labelled and stored safely according to instructions governing their use. Prohibited, unlabelled or improperly stored hazardous substances must not be kept in the garden.
20C. Garden waste and refuse must be removed or placed only in designated areas. Composting, where permitted, must not cause odour, leakage, obstruction, mosquito breeding or attract pests.
20D. Gardeners must not attempt to repair common infrastructure unless they have first reported the issue to the RN and obtained authorisation to carry out the repair.
E. Security, Property and Other Activities
21. Gardeners are responsible for securing their belongings. The RN and the People’s Association cannot guarantee against loss, theft or damage to property left in the garden.
22. Access keys or cards are for the registered gardener and must not be transferred or duplicated without approval.
23. Pets are not permitted unless approved for an organised activity. The garden must not be used for commercial activities, unrelated storage, dumping or unrelated activities without prior approval.
24. Open flames, burning garden waste, smoking, cooking, and use or storage of flammable substances are not permitted unless specifically authorised for an organised activity with appropriate safety arrangements.
F. Conduct and Dispute Management
25. Gardeners must treat fellow gardeners, volunteers, Grassroots Leaders and PA staff with courtesy and respect. Threatening, abusive, intimidating, harassing or deliberately disruptive behaviour may result in action under Section H, including suspension or termination.
25A. Disagreements should be referred to the RN or Constituency Office for discussion and resolution.
25B. Gardeners must not take unilateral action against another gardener’s plants, property or plot.
25C. Safety incidents, suspected damage and disputes should be reported promptly with available details and supporting information. Gardeners should avoid confrontation or retaliation while a matter is reviewed.
25D. Personal information and supporting material will be handled only for garden administration, safety, review or follow-up, and disclosed only where authorised, reasonably necessary or required by law.
G. Quarterly Engagement and Community Harvest
26. Quarterly engagement sessions will provide updates, address concerns, share gardening practices, discuss management and safety, and seek views on improvements. Gardeners are expected to attend where reasonably possible; those unable to attend may inform the RN or submit feedback beforehand.
27. The RN may organise a quarterly Community Harvest and Crop Distribution Programme. Gardeners are encouraged, but not required, to contribute suitable produce or assist. Participation or non-participation will not by itself determine membership renewal. Arrangements will be discussed and coordinated by the RN. Contributed produce must not be sold for personal benefit.
27A. Contributed produce must be freshly harvested, reasonably clean, sound and free from visible spoilage, contamination, pests, animal droppings and unsafe chemical residues. Produce must not be distributed if damaged, mouldy, overripe, unfit or within a pesticide withholding period. Gardeners must disclose treatments and follow RN handling instructions. The RN may reject unsuitable or unsafe produce.
27B. Food Safety and Programme Responsibility
Produce is accepted and distributed only through arrangements approved by the RN. Gardeners must provide accurate information about treatments and comply with handling instructions. The RN may reject produce, suspend a contribution or exclude a gardener where food-safety requirements are not followed. The RN will establish collection, handling, storage and distribution procedures having regard to applicable law and Singapore Food Agency guidance. Nothing in these guidelines excludes or limits any responsibility that cannot lawfully be excluded or limited.
H. Non-Compliance, Surrender and Review
28. Where a gardener breaches these guidelines, the RN or Constituency Office may, acting reasonably and having regard to the nature, seriousness, urgency, recurrence and impact of the breach, provide advice, issue a warning, require rectification, suspend access, terminate membership or reallocate the plot.
28A. Where a condition presents an immediate or serious risk, the RN or Constituency Office may take reasonable temporary action without prior notice and inform the affected gardener as soon as reasonably practicable.
28B. A written warning or rectification notice must identify the condition or breach, required action, period allowed and contact point. The period may be shortened where urgent action is reasonably required.
29. Serious misconduct, deliberate damage, vandalism, theft or potentially unlawful conduct may be referred to the appropriate authorities. Repeated non-compliance may result in non-renewal or termination.
30. A gardener wishing to surrender a plot should give at least one month’s written notice where reasonably practicable, return access items and remove belongings, structures and plants unless otherwise agreed, leaving the plot clean and safe.
31. Gardeners must keep contact details current. Communications may be sent to the latest details provided. Failure to receive a notice does not invalidate it where reasonable sending attempts were made. Appropriate records of formal decisions should be retained.
32. These guidelines may be amended for operational, safety, regulatory or community needs. Where practicable, significant changes will be discussed before implementation. Material amendments take effect after reasonable notice, except where urgent safety, public-health or legal requirements call for earlier implementation. Continued plot use is subject to the guidelines then in force.

a. 植物成熟后的高度、冠幅及生长习性;
b. 对相邻园圃可能造成的影响,包括过度遮阴,致使相邻园丁无法正常种植和维护植物;
c. 对公共通道、入口、工作区域及花园内能见度的影响;
d. 根系对排水设施、水管、围栏、闸门、照明、电气装置或其他公共基础设施可能造成的影响;
a. 枝条、叶片及树干不得阻碍公共通道、入口或共享工作区域;
b. 常用通道旁的上方枝叶必须保持足够高度,让人安全从下方通行;除非RN另行批准,离地净空不得少于2.1米;
c. 植物不得因不稳固、树枝坠落、过度伸展或类似情况而构成可合理预见的安全风险;

In selecting, planting and maintaining a tree or large woody plant, a gardener must have regard to:
a. the mature height, spread and growth habits of the plant;
b. the likely effect on neighbouring plots, including excessive shading that materially interferes with another gardener's ability to grow and maintain plants within the neighbouring plot;
c. the effect on common pathways, entrances, working areas and visibility within the garden;
d. the root system and its potential effect on drains, water pipes, fencing, gates, lighting, electrical installations or other common infrastructure;
e. the plant's ongoing maintenance requirements and long-term suitability for the available space.
Trees and other large woody plants must be maintained so that:
a. branches, foliage and trunks do not obstruct common pathways, entrances or shared working areas;
b. overhead growth adjacent to commonly used pathways is maintained at a height sufficient to permit safe passage beneath it and, unless otherwise approved by the RN, not less than 2.1 metres above ground level;
c. the plant does not create a reasonably foreseeable safety hazard through instability, falling branches, excessive encroachment or other similar conditions;
d. the growth of the plant does not materially interfere with neighbouring plots or adversely affect their reasonable use.
Continued plot use is subject to the guidelines then in force.

a. 植物成熟后的高度、冠幅及生长习性;
b. 对相邻园圃可能造成的影响,包括过度遮阴,致使相邻园丁无法正常种植和维护植物;
c. 对公共通道、入口、工作区域及花园内能见度的影响;
d. 根系对排水设施、水管、围栏、闸门、照明、电气装置或其他公共基础设施可能造成的影响;
a. 枝条、叶片及树干不得阻碍公共通道、入口或共享工作区域;
b. 常用通道旁的上方枝叶必须保持足够高度,让人安全从下方通行;除非RN另行批准,离地净空不得少于2.1米;
c. 植物不得因不稳固、树枝坠落、过度伸展或类似情况而构成可合理预见的安全风险;
