Semi-Final: Sunday 15 November 2026

CATEGORIES & ELIGIBILITY
Category: Children 5 years old – 12 years old
  1. Under 06 (Born between 1st Jan 2020 – 31st Dec 2021)
  2. Under 08 (Born between 1st Jan 2018 – 31st Dec 2019)
  3. Under 10 (Born between 1st Jan 2016 – 31st Dec 2017)
  4. Under 12 (Born between 1st Jan 2014 – 31st Dec 2015)
To note: Mixed Team – Boys and girls may form a team to play together in their age category. For ALL GIRLS team, they are allowed to play at one age category lower.  

COMPETITION RULES AND REGULATIONS – FOOTBALL
  1. Rules & Regulations
The competition shall be conducted in accordance with the Children Tournament 2026 5-a-side Football Futsal Rulebook.

FUTSAL RULEBOOK
  1. Introduction
   The following document outlines the basic rules of Futsal (FIFA INTERNATIONAL RULES), accompanied by several by-laws.
  1. Teams and players
 
    1. Children’s category – Each team shall contain maximum of 8 players with 4 on-field players, 1 goalkeeper and maximum 3 reserve players
    2. Substitution Players – Rolling substitutes are permitted in the competition.
  2. Age Verification
    1. Participants are required to provide proof of age (Student’s ID/Passport) as requested by tournament organizers. In case of any discrepancies in the player’s participation, the decision taken by the technical committee shall stand unanimously.
  3. Registration
    1. Tournament Fee: SGD 20 per Team, per Age Category
    2. Registration and Tournament fee payments are to be made on or before Sunday, 7 November 2026.
  1. General Competition Rules
    1. Match Duration: Each game will be played for 10 minutes with no intervals.
    2. Game Sheet / Match Record: Team members are expected to arrive at least 30 minutes prior to their scheduled kick-off time to complete the administrative duties. The team captain or delegate must fill the game sheet with the players’ details including names and jersey numbers. This must be completed to commence the play.
    3. Tournament Format: League format
    4. Points
     : Win – 3 points
     : Draw – 1 point
     : Loss – 0 point
  1. Player Equipment and Attire
    1. Shin Pads: Must be worn by all players during match time.
    2. Accessories Allowed: Players are allowed to wear protective headgear, sports goggles (as long as, in the referee’s opinion), sweatbands and other medical tapes like Kinesio tapes.
    3. Accessories not allowed: Any non-medical headgear or jewellery (chains, rings, piercings, etc.) that pose a danger to the individual or other players are not allowed to be worn during the game.
    4. Footwear: Appropriate football shoes are recommended to be worn for the players’ safety.
   The referee, at any time of the game, has the right to order a player to vacate the court if the player is wearing any potentially dangerous pieces of equipment or 
     accessories.
  1. Competition Rules
   Rules will be kept in accordance with FIFA International Rulings plus our by-laws tailored to the operations of the competition.
    1. The Pitch: All matches will be played on artificial turf.
    2. The Ball: Futsal Size 4 balls are used.
    3. Offside: There are no offside rules.
    4. Restart of the play: There is a 4-second time limit on restart of the play which includes kick-in, free-kick and goalkeeper clearance.
    5. Substitution: Rolling substitutions.
    6. At the kick-in point, the opposing team must stand at least 3 meters away from the ball.
    7. Goals can be scored directly from a corner.
    8. The goalkeeper cannot leave his/ her ‘D’ with the ball in his/her hands. If this happens, it will result in a free kick for the opposition.
    9. Goalkeeper can drop-kick the ball on a “live ball” only i.e. if the goalkeeper has made a save, the ball can be drop-kicked back into the play. The goalkeeper must release the ball with his/her hands on a “keeper’s” ball.
    10. If, while the ball is still in play, the referees are required to stop playing temporarily for any reason not mentioned elsewhere in the Futsal Laws of the Game, the match is restarted with a dropped ball.
    11. The ball is out of play when: It has wholly crossed the goal line or side-line, whether on the ground or in the air; the play has been stopped by the referee; it hits the ceiling or any other hanging object (the subsequent kick-in is taken from a point on the nearest side-line where the ball hit the ceiling).
    12. Yellow and Red Cards: Based on the seriousness of the foul committed or the behavioural conduct during the game, the referee has the right to warn the player or any member of the team with a yellow card or send the player or any member of the team out of the game with a red card. Two yellow cards in a match equal one red card.
  2. Tournament Awards:
    1. Top 4 teams of each category will be awarded Medals.
In any case of any disputes or interruptions during the event, the decision taken by the Technical Committee with be regarded as final.

1. The Organiser reserves the right to cancel the event under any circumstances which would make the event non-viable. If so, registrants will be informed via SMS. 
2. By registering to participate in a Sengkang Central Community Sports Network (“CSN”) event where photography, video and audio recordings may occur. By registering for and participating in this event, you hereby consent to interview(s), photography, audio recording, video recording and its/their release, publication, exhibition, or reproduction to be used for news, web casts, promotional purposes, telecasts, advertising, inclusion on web sites, or for any other such purpose(s) that the Sengkang Central CSN or the People's Association (“PA”), its vendors, partners, affiliates and/or representatives deem fit for its use. You also hereby agree to release Sengkang Central CSN and the PA, its officers and employees, and each and all persons involved from any liability connected with the taking, recording, digitising, or publication of interviews, photographs, computer images, video and/or or sound recordings. By entering the Sengkang Central CSN's / PA’s event premises, you also agree to waive all rights that you may have to any claims for payment or royalties in connection with any exhibition, streaming, webcasting, televising, or other publication of these recorded materials, regardless of the purpose or sponsoring of such exhibiting, broadcasting, webcasting, or other publication irrespective of whether a fee for admission or sponsorship is charged. You also waive any right to inspect or approve any photo(s), video(s), or audio recording(s) taken by Sengkang Central CSN or the PA or the person or entity designated to do so by Sengkang Central CSN or the PA. In addition, this event will be monitored for unauthorised recording. By attending the event or entering the event premises, you agree not to make any photo, video or audio recordings or digitise any parts of the event and/or event presentation. If you attempt to use a recording device, you hereby agree to your immediate removal from the premises and forfeiture of any such recording device in consequence.
